一、国际暑期学校简介

本次国际暑期学校的设计理念是将国际交流与研究生培养有机结合,利用国际优质研究与教学资源,在具体的教学和研讨过程中,切实提高研究生研究能力。

伟德国际1946源于英国成立于2003年6月,是交通大学这所百年名校面向新世纪建设高水平的综合性、研究型、国际化大学的一个战略步骤。在2012年教育部一级学科评估中,学院公共管理学科全国排名第七。目前,学院共有350名全日制在校学生(含150名国际留学生),其中硕士研究生146名,博士研究生92名。研究生国际交流是学院长期以来努力的方向之一,已经与国际70余所著名高校和商学院签订了学生交换协议,每年派出50多名研究生前往美国、加拿大、英国等国家的高校和商学院从事访学和学术交流活动。2012年,学院首届“中国政治与经济”全英文硕士项目成功开班,成为伟德国际1946源于英国目前国际硕士项目中英文课程最多、学生人数最多、国际交流项目最多的国际化教学品牌项目之一。



自2012年开始,我院每年定期举办暑期学校,先后与美国德州三一大学、美国费城德雷克赛尔大学等单位合作,每年邀请国内外公共管理领域数位知名专家来我校授课。2016年,我院将继续举办为期10天的暑期学校,拟邀请美国三一大学经济管理学院Stephen Field教授和Donald Clark教授,以及我院外籍教授Jean Marc F. Blanchard、长江学者Zhong Yang等授课。课程从政治学、公共政策、公共管理的跨学科视角,关注当前中国政治发展和城市治理的重要问题,对于帮助研究生理解当前城市治理的实际,更加准确深入地进行城市公共政策分析,均具有较强的理论和现实意义。



国际暑期学校将组织中外研究生开展学术研讨交流,交换学术观点,激发创新潜能,围绕研究主题开展Workshop, Seminar等活动,促进相互了解,为今后深入开展学术交流奠定基础。

暑期学校期间,将安排25学时的教学活动和4个专题交流。凡完成规定的教学活动的学员,将获得国际暑期学校统一印制的暑期学校结业证书。

本届国际暑期学校计划招收学员35人,其中国际学员15人,国内非国务学院学员10人,国务学院学员10人。国际暑期学校招生面向国内外高校和研究机构,欢迎国内外研究生报名。

二、国际暑期学校时间、地点、费用及奖学金

1.时间:2016年5月30日-6月10日;

2.地点:伟德国际1946源于英国徐汇校区(上海市徐汇区华山路1954号)

3.学费:本校学生免费(涉及参观门票费需自己承担),校外学生1000元/人(含本次暑期学校所涉及到的学费和参观租车费,参观门票费不包含在内)。

4.奖学金:本次暑期学校在结业典礼上将选出最多10位最佳学员,予以免学费。

三、教学内容

课程突破以往政治学、公共政策等学科的教科书体系,选择当前政治学和公共管理的若干重大问题为讲解和讨论内容,在体系内容和形式上具有一定的创新。课程内容完整,涉及城市治理的各个重大领域,具有很强的系统性。课程将采取全英文教学。相关内容在中外研究生讲课中涉及,学生们表现出较高的兴趣,暑期课程开设具有很高的可行性。

本课程的讲座部分将使用固定教室,可以使用学院提供的相关授课设备。将自行制作复印授课材料等。暑期学校课负责人彭勃教授在过去十年中,一直在不断建设和完善该领域的教学、科研和国际交流工作,积累比较丰富的经验。长期从事公共政策和地方治理的经验研究工作,与上海相关政府部门和区县街道保持良好的关系,为课程开发现场授课,理论和实践互动等重要内容。

四、招生对象

国际暑期学校主要面向国内外相关高校、研究机构从事公共管理、比较政治、国际关系以及社会政策等相关领域研究的高年级本科、硕士研究生,同时欢迎具备相关工作经验的人员加入该暑期学校。

International Graduate Summer School in Chinese Politics and Global Governance, 2016

Overview

The design concept of this international summer school is to cultivate international exchanges and study, applying the latest research and teaching resources in the concrete teaching and research process, and improving the ability of graduate students.

SIPA was established in 2003 and located I the heart of downtown Shanghai, has developed into one of the most influential and international schools in political science and public administration in China. In 2012, the discipline of public management is nationally ranked 7th. At present, there are 350 full-time students (including 150 international students), including 146 graduate students and 92 doctoral students. SIPA has the most international and sophisticated faculty in political science and public administration in Mainland China. Nearly half of the SIPA’s 60 faculty members obtained Ph.D. from leading universities overseas, some of whom hold tenure professorship at prominent American or European universities. In the wake of internationalization of education, the school has attracted more and more international students to further their academic careers. In 2012, international master’s degree program“China’s Politics and Economy”achieves great success and become one of the brand internationalization teaching projects in Shanghai Jiao Tong University for its high education quality.

Since 2013, SIPA organized international graduate summer school every July, which was cosponsored by partner universities like Trinity University and Drexel University. The course paid attention to important issues in current Chinese political development and government reform from interdisciplinary perspective of political science, public policy and public management, to help graduate students understand the current public governance practice, and did more accurate and in-depth analysis of public policy, which had a strong theoretical and practical significance.

In order to stimulate creative thinking and promote academic exchange between Chinese and foreign country graduate students, this international graduate summer school will also arrange seminars and other activities to promote mutual understanding and to lay the foundation for the further development of academic exchanges.

During this 12-day international summer school, participants will be able to attend 9 lectures presented by specially invited distinguished experts and scholars. A good number of both formal and informal academic discussions and seminars are scheduled as part of the summer school.

This year, SIPA plan to recruit 35 students for the international summer school.

3) Fee: Free for SJTU students, 1000RMB for non-SJTU students. (It includes the tuition and transportation fee which is on the schedule.)

4) The program will have at most 10 Excellent Students which will waiver the fee.

Eligibility

1)The participants should be junior or senior students/graduate students who are studying in the fields of public management, comparative politics, international relations, social policy and other relevant subjects, or with related working experience.

2)International applications are invited from all countries.

3)All applicants should communicate well in English.

This summer school consists of cultural tour and two modules: Chinese Government and Politics, and China and Global Governance.

Module One: Chinese Government and Politics

This module consists of three lectures and two field trips.

June 1: Lecture 3: Political Economy of China’s Development by Dr. YU Yiwen

June 3: Field trip 2: Visiting Free Trade Zone

This module begins with a brief discussion of Chinese political culture and historical legacy, as opposed to Western ideas of democracy and developmental experiences, followed by a survey of historical path of China’s political development since modern times, including the period of the Republican China (1912-1949). After providing the historical background, the second and third lectures then focuses on the politics of the People’s Republic of China, including both the Mao era (1949-1978) and the reform era (after 1978). Special attention is paid to China’s reform and openness, economic marketization and social changes, the organizational structure and operational dynamics of the current political system, Chinese perception and practice of democracy and the rule of law, modern state building, and the Communist Party’s strategies in diplomacy and foreign policy.

Module Two: China and Global Governance

This module consists of three lectures and two field trips.

This module will mainly focus on China’s public management and the policy analysis. Students will have chance to have field trip to visit urban community.

By the end of the summer school, students are supposed to

* Have a solid knowledge of the main issues that are covered in this summer school (as described above);

* Understand Chinese politics and public policy from the comparative perspective;

* Have a good grasp of the most pressing issues in today’s Chinese government and politics

* Are able to engage in debates in the China field and form their own stances.
